Report Says Spitzer Should Focus on Middle Class

A new report from the Fiscal Policy Institute says Governor-elect Eliot Spitzer needs to revive the upstate economy and focus on New York's middle class.

REPORTER: The group says attention must be paid to rising health care premiums, which increased by 87 percent over the last six years. Senior Fellow David Dyssegaard Kallick says it's time for a new plan.

KALLICK: The obvious thing is for a federal initiative to establish universal health care throughout the country, and we do think that's the obvious solution we need to be moving toward. On the other hand, looking to Canada, it's interesting to see that when they moved toward their national health care plan, they did it first province by province.

REPORTER: The report also calls for a middle-income housing program, and that property taxes should be lowered, by increasing income taxes for the highest earners.
