For the first time, the city will issue written rules telling filmmakers and photographers when they need a permit.
REPORTER: Photographers will be allowed to use a hand-held camera for less than 30 minutes without a permit. If their camera is on a tripod they'll only have 10 minutes before a permit is required.
Todd Maisel of the National Press Photographers, says limiting photography doesn't make the city any safer.
MAISEL: They have yet to prove that photographing in the subways, or any of these public places, presents any kind of threat. A terrorist does not need a photograph of Grand Central at 5 p.m. to know that it's crowded.
