Public Housing Elevators Consistently Fail Inspections

Manhattan Borough President Scott Stringer says his office began looking into safety issues after a 5-year-old boy fell to his death while trying to leave a stalled elevator at a Housing Authority development.

STRINGER: We looked at 87,000 records in total and what we found was three out of four NYCHA elevators don't make the grade. They receive an "unsatisfactory" 70 percent in Manhattan, as high as 93 percent in Staten Island.

REPORTER: NYCHA says the Stringer report is misleading because an unsatisfactory rating doesn't mean an elevator is unsafe. According to the Authority, serious conditions were found in less than 1 percent of public housing elevators.

The Stringer report says elevators may be rated unsatisfactory for a range of problems from major mechanical malfunctions to missing lights.
