How Will Spitzer Pay for His Agenda?

Governor Eliot Spitzer's broad agenda of cutting property taxes, insuring all children and improving education has been applauded. But how will he pay for it? WNYC's Elaine Rivera reports:

REPORTER: In his state-of-the-state address, Governor Spitzer says he will introduce a three-year, $6 billion property tax cut. He says he wants to provide health insurance for every uninsured child in the state and he has said he will not raise taxes. Yet, the new governor faces a budget deficits in the billions.

Blair Horner, of the New York Public Interest Research Group, says that Spitzer has said he could generate $11 billion from the budget by making government more efficient.

HORNER: In terms of the budget proposals, the governor has laid out some new spending for programs and he seems to want to argue that he can raise the money through government.
