For the last year, the city has been offering rental assistance to move poor families out of homeless shelters. The city considers the rent vouchers a success because they've allowed 4700 families to sign leases on market-rate apartments, and they've helped fill the gap left when federally funded section 8 vouchers ran out.
Still, the city progam has some flaws, and while families continue to move out of shelters it's not clear whether they'll be able to stay out. WNYC's Cindy Rodriguez reports.
