Inspectors say 40 service stations around the city have doctored emissions tests on over 20,000 cars and trucks. The state departments of Environmental Conservation and Motor Vehicles say the stations hooked their inspection equipment up to devices that simulate a car test, then issued inspection certificates for cars that were never actually tested.

The stations have been cited and could face fines of up to $1,500 for the first offense, and up to $22,000 for each offense thereafter. The Bronx is home to 27 of the stations cited, with the others scattered across the city, Long Island, and Westchester.
