W N Y C present international interview produced in cooperation with the Overseas Press Club of America this is a series of informal unrehearsed interviews on problems and issues of international interest between our panel of newsman and our special guest Ambassador Celeste in CA bond of the Republic of Rwanda moderator for the series is Seymour and Siegel. I'm Bernard Bach sitting in for Mr Siegel today and our guest is his Excellency Celeste incumbent ambassador of the Republic of Rwanda to Washington and the United Nations this is Ambassador combine the first diplomatic assignment being ambassador to Washington for the past four and a half years later adding. Three years ago and the United Nations two years ago to assign a product of that time he was secretary to the president of the Republic of Rwanda I'd like now to introduce our panel of newsman first Instagram it says we didn't get any United Nations correspondent for the Sabers Broadcasting Corporation. Lol thing W N Y C radio news Peter Ragovoy political writer and starting as we usually do with our first question from Mr Green It says Mr Ambassador the I'm happy to see you a few days ago we met so if you look at the United Nations and you were telling us. The Rundown was a kingdom as a matter of fact in she didn't I'm dating by the sixteenth century and recently became public would you tell us how and when and why Rhonda became it public. Mr Gurney says I'm glad to meet again and. If I actually question I said that. We had was the kingdom for about four centuries. Then in one hundred fifty fifty nine. Social and political revolution. Things went on from fifty nine to sixty one generally when. The government of in place at that time proclaim the public body thing by the time when that is now or when I was a public this. Was against whom. I had a vision whether again. When I could see him as a whole because the system was not good for our country for our people. Is it true that there was some difference between the two but you should try to see who in the kingdom was identified with. Yes I should say that. The differences between the two and. Are not big as. I would want and people with the same land would have the same customs but the mentality is a little different so. I was in the hands of. An but was in and out of the party to go to the police because I. Was led by the bottle to them so the. Workers for the two. Let the left. Thank you very much next question for Mr Plank ambassador bond to say it but I think there may be some people. Who really aren't sure exactly where Rwanda is could you describe for us where it's located geographically and who you are neighboring countries are. Most emotive probably in the heart of Africa it is about seven thousand square miles the size just the size of the middle of midtown here and. So I wonder is that. The site was if you got. Into the pens and the and it was a noticeable Don't be so it is an odd looking between Of these four countries. Michael tell us a little brother about Rwanda Mr Ambassador what are its natural resources. We. We are going to is the most educated I mean the economy's a. Good teacher and. I had the same husband as I was in French has been to do farming so. We have been cut those. You know the biggest Look at this and also we grow we grow. With. These cuts. And. It's good when the people has the banana plantation. We have the natural gas in the. And there a big quantity so I lack time. To begin this. Letter get with the grenades I would like to follow a little further this question there will be a confidence implicit in tennis which I think many African countries have a stake would you be your attitude in favor of preferential kind of importing or exporting your products to the United States and Western European countries. And this is going to civilian is a very complex problem. I think we would like. To have a production so broad as a whole I mean if we can say for instance. Mining that that's good we would like to have. So we want. Another. Image you. Made your way for for the one that is a. European come and make it so we had proud of that. Too didn't you I was just. Seven months from now so we hope. Before that with the same message about if I can ask a couple of more kind of background or basic questions here. I'd like to know a little more about the people in Rwanda and I'd like to know. What their religion is what's the name of the language that you speak and what is the capital city of Rwanda. And. Rwanda people are composed of. The five percent and. Fourteen percent and. Some kind of pygmy. One percent so we have the same language one that. The language of the land that we did the same but in. The. Same is that the same language and. The. I should say wouldn't have been. In London and most of the people. I mean. It's the percent. And twenty percent. And then. I would ask one further what is the what is the name of the main city and the other one and how large is. The. Name of. It is about the people to petition. Twelve. Thousand time in a thousand. Mr Michael Moore Oh Mr Ambassador tell us about your work at United Nations do you feel that the administrative sillies of the nations. Over the next to yours. Do any programming. Good natural resources which the U.N. participates. Yes when there has been members met Nations. Sixty in September and from then on we had. Programs in that nation looking. So many services and for instance we have. Nations haven't. Looked at the. Government and the post office. And now we have. Some other programs. Through and that mission is being to take program in ten so we. Planned for. And. Maybe two. Or three months from now we have a new program for exploration of. The soil and we'll want to know what it contains exactly the method of mining and natural assistance. So that the logic service yes is a definite act. It's going to I was wondering if you would tell us a little bit about the flooring relations round. Mr Ward visit really great. Change we here let me bring Rudy Giuliani there are a lot of. And the. African program should be after this month that a decision this moment. This is a very long. Question. If you were actually said that. Our relations with. When you countries are very good. I should say that. We kept very good relations with a former ruler and. So I had a very good and we have good relations with with the Germany France United Kingdom. The Netherlands of some girls. And many other countries and we have diplomatic relations with those countries. As far as countries I can sense we're very good relations with the Soviet Union we have diplomatic relations too with Poland to Kosovo with those countries. The Chinese. Our Asians with the China. Are very good I mean Taiwan. Of course. Taiwan. Dream of that country. So we have a good relations. Going to make a political. And diplomatic relations with those countries I have. And for the creation of. The nothing has a very big responsibility in that and. That's going to take. Strong measures slender measures to. To sort of that problem you would advocate. Yes little aggression Yes. You do that effectively unite. Would you advocate action along these lines. We think. That the kingdom should take. An action now now. Secured because it has to do some other measures but they have not been applied because I think the United Kingdom is a has headed to. Smith. To be established. That is. Some other images too to deny that. Mr thing. Best work about it in regard to the offer of do you feel that. Considering the vast numbers of people who are reportedly dying. In that part of Africa that it is just an internal matter does your nation do you do you feel that it's something that the United Nations should be concerned with. I think that nations should not be should take an action that I mean the meat of the action. Deployed even a political action but under the diplomatic action and tell you that action that would be the unique role of not nations that they didn't question they are going to going to African Unity has a look at in the program and now we hope we serve. And then I might and I did. And we are not in favor one is not in favor of position of course but at the same time we think. The federal government should be. Soft soft to. People so we think. It. Should take city is that a matter of the need to and is not the solution so within killing people isn't a. Lack of on. Saturday you feel United Nations should enter an average rate in the Biafran situation and not say what a domestic matter entirely. The mystical It is a domestic matter. If. Both parties ask. Knishes That's all right but we think. That. That nation cannot. Know initiative from that nation. What do you think of the coming session of the United Nations in terms of progress. Some of the UN programs. Particularly in Africa. In Africa. And you need due to a decision with many things in Africa you know programs. Colonial programs and the economy economic and social programs so we have the question of an amoeba. I mean former South Africa now the United Nations has built it was loose and that it is and has has not. Has been fought. And fought for the right word. So we don't hope. The big powers are going now in decision to take another strong action in the days after the same thing if Britain takes another major. That would be fine but we don't have that. And as far as the economic and social development is concerned we think. The. United Nations we don't and I'm in as a Lucius that in the development of development of developing countries but the solutions would be it would not be. A flood visit this year I mean from now to the next mission. You do predict that the United Nations will make stronger. Recommendations concerning South Africa and its because a hill as well as raw data that correct yes we are going to do that in fact. But the main role is to be played by the big powers I mean the United States the Union France the kingdom and. Some others many others countries. In other countries who have diplomatic diplomatic and political and economic relations with South Africa the solution is in their hands. It is Russia but if those countries than that anything about this question. Find a solution. That are going to. From the problems of the present they would like to ask you a little bit into the future it has been said that smaller countries such as Rand and. I'm not really viable today and some would be looking forward to today shoes. Rather large and this isn't anything contemplated for the future or you will think that you will maintain your dependence. So this is a. Business. In Africa. We have been. Going to vision of African Unity you have heard about and this is a political organization. But. The move is not to have unity in Africa No just a no but kind of the community first starting by the. Opposition economic cooperation never neighboring countries. If you will I mean I think in terms of Africa so we are now we tackle the same or smaller groups the economy groups. Go all. Africa so now Africa has very kind of me going to be going to vision which isn't my as they believe which is it. And. This is a good step but it is a good. Point I mean between Senegal and the neighboring countries they have another organization in the cone with the common sense Africa have their organization is going to go up and so those are the. Better step we should take now before building a unity for Africa. Unity but an economy that is you're economic development plans a good to that in five years from now would you see logical position with neighboring countries forming a coup for division or some form of larger state. Maybe that will be the next step I mean that's a division. That may be but as a don't do it when there is another look at the country so we have to be in good relations with economic relations we depend. On them for economy so we have to assist. The community economy community. With community but. House is not possible for land that we cannot so thank you our next question is for Mr thing Mr Ambassador do you feel that the United States is doing is meeting its responsibilities in your view. Aiding the so-called emerging or developing nations especially in Africa. I think that if there has been a marked for countries. But. If I say. It has done much. Has done in this. So we have a vivid because. Diminishing the amount of aid in the Congo has been that. They diminish every every it so that is a. Thank so we don't we hope that the net nations do nothing. Position because. Are you receiving any help or do. Something back any in this region no idea. But as you know one does not under. Any countries. Have AIDS from the net net is that I mean that's our business so we're not them an African country. But anyway we get from and we hope to continue. The. United Nations. Recommendation on the problems in the Arab Israeli dispute. Bass in Syria that in charge of the United States. Right favorite part of Israel to get a comment on that. Position of. The definition the vision of the United Nations your opinion of it in terms of the Arab israeli to the nation. I think. Is a doing very aware I mean his. Best. With the people and the people but we hope his his mission would be. Responsive. To. From what. We don't. Action before the people of. Of adding now. Hoping that isn't that nice. Looking about disputes I just wondered if you would give us your reaction when the Vietnam situation. They have been talking about. So we hope to. Would you favor the question being brought to the United Nations how do you think that. Could do something about that. I do. Not know I don't think the United. Nations never would. Bring this question before because. The food in. This edition of the things. If we can look at a few years Mr Ambassador. What kind of Rwanda would you picture twenty years from today. So that's a hard question what do you see in Rwanda the future what kind of country would you like them to become a small completely western society are there values in your society that you'd like to retain what happens in the future and I wonder what happens. To people dip in this as a as a denizen as possible. So we don't want to align. Identity so. We need good relations a third of the. Time of a good relationship with both sides I mean within countries and countries but we don't. We think of putting it in a gym footing I don't know just not good at. Taking into account. So I think you have. To but of course you have to. Abide by. Support from abroad you know. Mr Ambassador do you feel that as one of the smaller nations as compared to the so-called Great Powers United Nations that the small states have a greater voice today than they did say three years ago United Nations decisions. This is the biggest problem out in that time. No. One hundred twenty five members. But the majority of course the. Developing countries. Now many precious. Many problems. Developing countries and those problems that oceans. This is not just However do not bring an. Influence. In the so. That is a program that we can do not need has gone at the citizens and businesses many many but. If they are nothing then what for what do you do it is they donated. This get the general has the deed to the big pie was to have me meeting sometimes and to put that to find the means to sink the dead Nations so we hope that would be understood and taken into account at this point I must interrupt I want to thank you and best Abunda for being our guest today in our final newsman from the Overseas Press Club for joining us on international interview second.
