Peter Malvan, 62, spent seven years living on the city’s streets.  At the beginning of this year, he was sleeping in front of a high-end clothing store off Fifth Avenue. But after the pandemic hit, he accepted the city’s assistance and eventually got his own apartment in Roosevelt Island.
