Seventy-seventh annual meeting of the American Public Health Association.

Dr. Herman Hilleboe, State Commissioner of Health makes opening remarks. Dr. Charles F. Willinsky, APHA president, introduces Mayor O'Dwyer to the podium.

Mayor O'Dwyer welcomes the conference attendees and speaks on the importance of public health. O'Dwyers speech is interrupted by a WNYC reported who states that listeners will be returned to the Herald Tribune Forum, followed by silence. Recording then returns to O'Dwyers speech. He makes reference to the upcoming mayoral election race. He notes the great support for City health programs provided by Mr. and Mrs. Lasker (Albert and Mary Lasker Foundation?).

Dr. Charles Willinsky speaks once again, talking at length about the hard work of Dr. Harry S. Mustard, the New York City Health Commissioner, who had recently resigned his position. There are numerous references to his resignation throughout the recording. Mustard is introduced, however recording ends abruptly.
