Weinberg is "distressed and dismayed" by the aesthetics of the Manhattan State Hospital. He calls it a "dismal towering bulk" and the worst example of a bureaucratic style of design. Weinberg contrasts the hospital design with a new 3 million dollar rehab center on Wards' Island, by architects Caudill Rowlett Scott, which he believes is a good design.
