City Council Pay Raise: Yay or Neigh?

A vote to raise wages for the New York City Council comes on the same day as a controversial vote over horse carriages. Does this create a conflict?

New York City Council members haven't had a pay raise in a while. On Friday, they'll vote on a bill that, among other reforms, would boost their salaries by more than 30 percent. The catch is, the expected pay raise is about $10,000 more than what a mayor-appointed commission recommended. And the vote lands on the same day as a controversial vote to move horse carriages to Central Park. Is there a quid pro quo with the mayor here? Or is this just bad image management?
