
Sam Schwartz, aka Gridlock Sam, former NYC traffic commissioner, president and CEO of Sam Schwartz Engineering, and author of No One at the Wheel: Driverless Cars and the Road of the Future (Public Affairs, 2018), developed the plan to raise money for mass transit and ease traffic by charging vehicles to enter Manhattan's central business district.
He’s joined by Kate Slevin, Regional Plan Association (RPA) senior vice president for state programs and advocacy, to describe the plan as envisioned and what to look for as the commission working out the details faces push-back and exemption requests.
I think cashless tolling an all the bridges and tunnels will make the most sense. Just make sure we take into account the environmental impact- there is a school at the foot of the Manhattan bridge.

I live two miles from daughter’s downtown Manhattan HS ( she commutes but occasionally you have to bring stuff, she’s late etc , but have to cross a bridge to get there. Also have a 96 yo MIL. I wonder if there couldn’t be a radius around your address where you’re exempt, say 5mi
