Mayor Bill de Blasio is promising to crack down on restaurants that deploy fleets of illegal electric bikes. This, after WNYC reported that police are targeting delivery-bike riders instead of the businesses themselves.

The NYPD said the problem is it takes too much time to issue a ticket to a business. If they stop a rider on the street, they have to follow the biker to the business. And if they walk into a business, they have to find the person legally responsible for the company. If they can't find this person, the ticket gets thrown out at the Office of Administrative Trials and Hearings.

Speaking on the Brian Lehrer Show, Mayor de Blasio said he'll look into ways to enforce this law.

"This fits my personal beliefs that when you're dealing with the problems of the free enterprise system, go to the people with the money, go to the people making money off the situation, not the individual worker," he said.

City councilwoman Helen Rosenthal said she's already looking into changing the city's law.
