New Permanent Representative of Mauritius Presents Credentials

The Overseas Press Club presents Seymour N. Siegel moderating a panel of journalists with questions for Pierre Guy Girald Balancy, Permanent Representative of Mauritius to the United Nations --its newest member.

Ambassador Balancy describes beautiful Mauritius and its famous 1848 stamp, the most expensive in the world. He speaks about what is being done about the overpopulation issue (mostly due to prosperity and immigration), and the island nation's agriculture and economy. Mr. Balancy says that Mauritius joined the United Nations because they believe in peace and international cooperation. His country is also interested in joining other East African groups, as well as in relations with Eastern Europe, the Soviet Union, and China; it already has diplomatic relations with France, Pakistan, India, the United Kingdom and the United States, and a very good relationship with its neighbor Madagascar. Mauritius does not have significant racial strife despite having an ethnically diverse population. It has started to receive tourism from the United States and elsewhere.

Mr. Balancy finds a Malta resolution on ocean exploitation important. He finds the United States a _moving_ civilization, well aware of its problems but forging ahead, and finds no issue with its technological preeminence, which, he thinks, will eventually benefit all of mankind. He thinks that China should be allowed in the United Nations. He is hopeful that the Paris negotiations will bring a resolution to the Vietnam conflict, and is happy about the possible detente between the United States and China and the United States and the Soviet Union.
