The Overseas Press Club presents Seymour N. Siegel moderating a panel of journalists with questions for Pierre Guy Girald Balancy, Permanent Representative of Mauritius to the United Nations --its newest member.
The panel includes:
James Sheldon, columnist, _American Examiner_; treasurer, Overseas Press Club
Ed Edwin, political writer
Spyridon Granitsas, Cyprus Broadcasting Corporation
Ambassador Balancy describes beautiful Mauritius and its famous 1848 stamp, the most expensive in the world. He speaks about what is being done about the overpopulation issue (mostly due to prosperity and immigration), and the island nation's agriculture and economy. Mr. Balancy says that Mauritius joined the United Nations because they believe in peace and international cooperation. His country is also interested in joining other East African groups, as well as in relations with Eastern Europe, the Soviet Union, and China; it already has diplomatic relations with France, Pakistan, India, the United Kingdom and the United States, and a very good relationship with its neighbor Madagascar. Mauritius does not have significant racial strife despite having an ethnically diverse population. It has started to receive tourism from the United States and elsewhere.
Mr. Balancy finds a Malta resolution on ocean exploitation important. He finds the United States a _moving_ civilization, well aware of its problems but forging ahead, and finds no issue with its technological preeminence, which, he thinks, will eventually benefit all of mankind. He thinks that China should be allowed in the United Nations. He is hopeful that the Paris negotiations will bring a resolution to the Vietnam conflict, and is happy about the possible detente between the United States and China and the United States and the Soviet Union.

W. N.Y.C. depends international interview just with the coffee ration of the Overseas Press Club of America this is a series of informal rehearsed interviews on problems and issues of international interest between our panel of newsman and our special guest moderator for this series is Seymour and Siegel here now is Mr SIEGEL How do you do ladies and gentlemen and welcome to international interview with delighted I was on a guest on this edition of the national interview the permanent representative of those of the richest to the United Nations is excellent so your best of the belongs wisdom virtual welcome to national of the thank Russia was of course is the newest member nations in the United Nations and here's a question you're best with or as a distinguished panel a newsman who and I want to do some sound. I'm James Sheldon tracer of the Overseas Press Club columnist for the American examiner. I met had one political writer. And spotted them given it to us United Nations could respond and for the cyber Broadcasting Corporation which I give I want to first question Mr Shelton Mr Ambassador let's first try to locate Marie Chavez for our listening audience that is people other than the stamp collectors they know that the most expensive stamp in the world was one issued in her country a century in the third adult can you tell us where Mary shift is so on. This beautiful light any niña notion he cheated of having a nice school so I guess. And use that to Teddy and it come people click on. But I see one thousand from other than fifty two miles from. Two thousand and ninety four miles from called home and two thousand when each miles from the Australian Navy is to greet in Riyadh issues six thousand nine hundred forty my. Stamp I'm sure everyone knows. The famous person as it is called was issued in the eight hundred forty seven what has made its stamp famous is a mistake. To put the words. Into the do. The Stamps were first used by the. Governor. For invitations to a bull at government. You are now in but not in many states as I understand how many people. Are able to relation of it in one thousand just one of the most highly populated in the world because the densities about one thousand and sixty per square mile a great many more people than several other members of the US. Question. Mr Ambassador or relative to your answer about the density of population. Is this a great problem on the island you have a need for family planning with more food it is indeed a main problem and we have started about five years ago a campaign of family planning. It is already. A decrease in the rate of population. On the side if you could because as you may be aware we have a very low rate. And disorders will save from forty motivation deity motivation people collation but now relation is conscious about this problem and. Being with. You. About what is the rate of population growth. Was slightly more than triple but now it is about two point four. And you have enough food for your present population and you have to work we do. Because. We have a one crop economy that is we support sugar ninety five percent or less. Cane sugar. But we are diversifying this economy for instance we just started. To go. We have a big scheme for rice cultivation. At least. Basic food demand food. Which we. Pulled from the Middle East from Japan from Bangkok. Thailand. Question. So it has been said that some smaller states have very little interest. In joining the United Nations I wonder what purpose would have a country like. To join the United Nations with advantages would accrue to hear Well first of all we have shown that nations because we share the idea so your organization and faith in it we have faith in it because we think in the world today. Cannot there remain within its own boundaries it does a communicating would a nation. Dare to communicate to study together their problems to love talks to me and to promote a sense all understanding even a sense of human broad owed because I think of till they saw the world today I mean a lasting peace depends much on human relations depends much on this such event or human broad road. It has been the proposal by the secretary general to the effect that some states could be on the associated with the United Nations rather than becoming permanent members and also contributing financially to the maintenance of initiation when that proposal. Need for work communication and contact. Personally I don't share I think every nation should obviously. Share in this organization. So you find no merit in this particular proposal No I don't think I don't think there should be any difference between ONE NATION UNDER the size of the plan or in size or population I think one nation one and died for love its place and frankly it's. Questionable to show you go in fact any of the specific issues coming up in the next General Assembly part recess might play. Well I must say I have been. The first vote in the family on a non-police treaty. Was very happy because as I said I am a pacifist myself I come from a country which is peaceful people who like peace and also there was this question. I think. The media this question like the Vietnam War can be solved by a third Nations organization provided all the members. Understanding of. Cooperation just standing on the phone in the case of the nonproliferation treaty I believe I heard once that your country has had a special interest in motion Margraf are you going to be concerned about. Minerals of the sea bed and yet really are. Because we are not. We don't our natural resources on the land. Your notion there may be set in the many sources and then you will take a special interest in this question which I was involved my mother which as you know is an island and the question is a similar interest how much of the seabed would you part of your sovereign Well I want I won't mention any any any figure now this question is being studied. Question. Mr Ambassador in addition to your country's participation in the United Nations are you a member or contemplating joining any of the regional groups or participating in any of the development bank in the elevator with all that interested in joining East African companies. And I think and desalination of business there are sick of being. As far as economic development is concerned. QUESTION Most are going to the militias several times smaller than Cyprus get it has more population. And they should build relations as I read in the books I was wondering why is that. Why is this phenomenal increase in population so. I think it doubled with a knife thirty years. And more than four times more in this century now what is the reason for that. Well I think the reason is mainly because a girl started in fact said the last one. I think it is that after the last one we had a prostate and then we never take any. Any level its size. Because we wanted more leather. I think I think the main reason is precisely because of the military nature of the. More than fifty cents. On the and as you know a one zero declines in a population. To have racial strife because you know you really do need more things that I'd And I do all I don't think that's something that as being any racial strife we have developed the sort of human relations I will receive and that we have been a RINO in this. And we are proud. Of him and traditional population we are proud that we have many cultures and traditions and to government and colleges to developmental a. Particular section of the population or in culture or language as you know what too many languages are English and French we haven't kept the best of all of the English and French traditions and besides we are the Oriental languages. All Do Chinese and all the languages facilities are being granted for the languages to be learned by the children want to in the primary schools and you know what they want to school. And even for broadcasting and T.V. we give time for the language of the minority groups the newspapers are published in what language maybe in France because when she is a language spoken by the all populated Dutch girls and the new element of. Normal. Normal people of Detroit which is questionable to show them. Was once I think saying there's a place of refuge is not a place to which many you cannot. You cannot process. This kind of background. Persecuted perhaps to explain the harmony between your money or. Yes I think it was messages. Were both I'm sorry Sean No I was going to pursue that by asking if you're following that same tradition now with regard to the political exile. Whether or not following the same traditions because who had really of a simple violation which is a growing we've got the forward to see the exact many as would like to come because they do they would if well island is was not until many people who were willing to that with belief that it would elicit an annual father did well that could not afford to receive them all that we all maintain this study. For instance during the last one. We had many important sons I would not name any that were and exactly what he says and they are the not the very good middle liberties I'm racist and love and then someone living with. Just the point I was going to get back to the question most I had with Mr Ambassador we've been focusing a good deal on on your country I wonder if we might. Turn the tables a little bit here and find out. What you might call it of you say of the United States and I'm thinking now. What does a country such as viewers see in the United States with its tremendous technological advances it's having a tone internal problems and at the same time it's such a power on the global scene but how do you how do you view the United States from a world where last an early and say and the heat of the United States especially at this time it's more challenging that. The main thing is that what I've seen here we have been getting the wrong message within place in my country I suppose I'm thrilled we have the middle I mean in terms of technology. Nothing was being said nothing that being said to us I love the human aspect of your civilization which then you see that Asian and love like me is that you will receive vission which is moving there's nothing stagnant you feel you are but your problems are there to continue world but you are moving and one big advantage is that your people. Stage is your people all races every every social class there is this awareness so you. I think one when you are listing Well you have them to go forward you are going to progress that should be no difficulty in solving the problems. There is one Asian diplomat who has found on this program as a matter of fact expressed some anxiety that perhaps the United States might get so far ahead in technology and managerial capabilities that. Through through those routes it might actually control a good deal of the world you see this is any sort of a danger no no I don't see any danger I would even say it will be to the advantage of the world at large. Pressures must agree to Sir you said earlier that you wanted to play your full share of the United Nations how do you contemplate this are you take you're going to take a position for the admission of China or the Vietnam issue or you're going to see a seat in the Security Council are you going to propose items in what way do you envision the role where you can well imagine. Taking in a. World of the organization on the question of China I think in principle we cannot ignore the existence of effecting those in China who he has a right to place in that nations and then if you're going to vote in favor of the way you. Have a vote in favor of that mission OK Now Vietnam well. I am a pacifist I just told you I think all I was and I think or boy did I think that difference and it in a sense can certainly be settled by making having that idea at the conference table and I am all for that stuff and given the settlement of the. Three you believe the pirates negotiations really do said I do believe I do believe because I am sure one thing that all governments old nations now are on to think that the people of the world. Are now against one. Wants peace and that all governments mistake this into consideration in settling the truth you don't think that this matter may come before the United Nations you're confident that it will be shown before well I think it can be sorted before I think it should be so it could be so before I am very. Very thank you questions Mr Sheldrake embassador I want to see if we can add another industry to your country's list how about. We got more attraction Well the jury should industries message of law or need. To charter planes from ear to militias the first time that police were directed to what he says from the United States and I think. The three Cs I'm sure is very near I think given the more torture pence going to Maurice's we are well placed because besides the natural beauty of the island it's a lovely beaches and on that we are very good communications. We have a very good infrastructure we have communications in fact to you I think the suffering in the. Right by sea. So I think we we need to this industry was at an Eagles you have mountains as well as beaches for us. One inside. Or National for Mr Malcolm This is I was at it and on the on the other mountains. And you have a lot of small islands that you control in addition Yes we have a road be the main one is all the detail about it will finish in the twenty five thousand and then we are working for the or life form of you know the oil is just more lines well they are lending forcefully ceasing and desisting the. Questions we started with. Mr Ambassador or recently there's been increasing talk of a possible card of some sort between the Soviet Union and the United States. From your country standpoint how would you view some sort of arrangement that sort of replacing the old Cold War Well I think is the best death and the asset and that debt has been Does did not I think get to go stronger I think the United States and Soviet Russia come to to agree that the two most powerful nations into WORLD TODAY the concept and he played it so that we have lasting peace and I think that surely he did not and fifty's and even lead to some sort of agreement leading to a lasting peace by this agreement with you. In the vision you see there in the possibility that some here mainland China will be included in the I think in about two or three years destroyed up and I think everybody would have. To China and then of course it would be more polite unity to solve the problems but that because I don't think just by giving China makes it more difficult for the UN to sit with your. Attitude at three separate the part of the mainland Chinese. Question was to going to serve after the independence or you maintain diplomatic relations with the Chinese or not we have good relations with China are you contemplating to send a mission that. The only thing I know is that China wanted to send a mission to Moshe's this is still being considered by my government you have any relations with the used to European pounder Soviet Union not yet but I think we will have diplomatic relations to be so get you so you contemplate that militias will have a full diplomatic representation in the east and west as well as trying not deployment to give in to day we love maybe bet we can't afford to have so many foreign missions maybe one of the ambassador where he won the day and also. Said that again. Are you going to be leading any. Travels through the Soviet Union to free state or to the. So at present when is the the the diplomatic activity going to roll out immediately to the end besides having me show you Washington and you i'm we haven't invested and berries of course we have the I Commission in London we have a commission a New Delhi and we intend to have a commission and in Pakistan. Pakistan the India and Sons many because of the cultural ties they just pick it up countries and retain because we are in the Commonwealth and United States being given to long years of good relations between the states analysis. Thank you question Mr we sometimes think of Murray she says somehow a little bit allied with Madagascar the nearest country. If any special relationship there are with. We have a very good relationship in that I guess because in fact a good bottle of people came from former I guess I mean get it from Madagascar. And of course as we have also a very strong French influence in culture and language we feel very close to the people about it that when you were speaking about China while ago I think that you would continue relations with the king. And Taiwan both well I don't know I don't know. After now we are not formally diplomatic relations here I don't pick and. Machines and I know most I'm best of all we brings in the close of the taking a great many notes as we went along and you told most of them Russia seven hundred miles of the East Coast amount of gas truly in the you know Sion back in eight hundred forty seven you mention this famous stamp that you were issued that lady gun used to invite people to abort your population the moments by the hundred thousand. Done to the populations about one thousand and sixty push where Miles. Population by the way is of extremely important problem to you you sad and you start of a campaign for family planning and you think it will succeed the population rate of growth at the moment is about two point four percent used to be three percent you tell us that you import most of your food money four percent of your exports you said to sugar you are attempting to diversify. Your exports by starting to grow rice. With regard to the reason you join the United Nations you feel that you share the ideals of the organization you think it's necessary to promote peace and human brotherhood in the world you tell us that every nation should have its place and should bear the full fair share of the cost of running the United Nations you are very happy you tell us that the first votes that you cast in the international organization has been on the basis of the Nonproliferation Treaty you yourself are a pacifist you feel that the problems of the Middle East and of Viet Nam can be solved by international cooperation. And you tell us that. With regard to the oceanography resolution of Malta at the UN that you take great interest in this because you feel the maybe considerable resources in the seabed in the Indian Ocean you have not yet decided on what area of the seabed to just going to claim you tell us if you're interested in joining the East African community is amount of factual indicators that you have a great a great hope for Regional Cooperation. With regard to the increase in population on Marisa's you said that this is due to the years of prosperity and the fact that you never checked immigration from abroad that fifty percent of your population comes from Asia on the whole There's been no racial strife you told us you certainly proud that you have many cultures and traditions and languages as a matter of fact you indicated that all language training is going on in your schools available also in your blood testing activities although the papers are published in French and you can afford to receive as many immigrants as you'd like but you certainly maintained a very strong tradition of hospitality happy to be here in the United States you told us. You feel that the left of the world been getting the wrong image of them out of state you emphasize the so-called human aspect of American civilization that this is not really known abroad that the United States is no logic was technology but you feel this country is removing a had that there is a great awareness of problems confident the US will go forward you indicated that there is no danger but an advantage to the world in your view in any advancing technology in the United States you're talking about active role in the United Nations in the area of the emission of Red China you feel the door was run just in can be avoided you're hopeful that the powers torch will lead to the name solution you feel the people the world want peace and the government recently take this into consideration and as a matter of fact you are hopeful that the Paris talks will be constructive before them are even gets to the United Nations you told us all but about the actual communications you haven't Russia's and you feel that there will be a growth in your tourist industry. You're happy at the Soviet us to time and you feel that. This can lead to a lasting peace agreement and you feel as a matter of fact that in two or three years China might even be able to do in this sort of agreement this must ambassador and some bring plainly to last thank you very much I thank you very much Mr Bacile of being our guest without cause of the distinguished members of our panel will see you all again next week.
