Even before New York City began dealing with the health and economic crisis, nearly 3,900 homeless people were living on the streets and in the subways, according to a federally-mandated count from January. That’s an overall increase of 7 percent compared to last year. But the number of people on subways was down by more than 20 percent at the time.
