Participatory budgeting is a way for New Yorkers aged 11 and up to propose and vote on public projects. It's only available in some city council districts, but now, there's a new city-wide initiative too. 

WNYC's Morning Edition host Michael Hill spoke with one of the creators of participatory budgeting, former New York City Council speaker Melissa Mark-Viverito, to learn more about the program's history and how it's changing.
