Elected officials, from Mayor Bill de Blasio to Governor Andrew Cuomo, are calling for law enforcement agencies to investigate the communication breakdowns that led to panic over false reports of an active shooter at John F. Kennedy International Airport over the weekend. But while confusion in the moment was a factor, security expert James Norton says that it was just one factor that contributed to the chaos.
