Judge Says Thousands Of Primary Ballots Missing Postmarks Must Be Counted While Board Plans Appeal

The New York City Board of Elections certified the results of the June 23 primary Tuesday. It comes a day after a federal judge issued an order directing Boards of Election across the state to reexamine their absentee ballot totals — to consider votes tossed out for a missing postmark.
