On Long Island at the beginning of the year, 90 percent of first class mail arrived on time. By the second week of October, that number had dropped to 84 percent.
That's according to data released by the postal service. Westchester saw a similar decline while New York City stayed about the same. But they were all well below the agency's own performance standards.
