After months of debate and in-fighting, Democrats passed the $175 billion dollar state budget on time. Fred Mogul, WNYC government and state politics reporter, ticks through what got in, like congestion pricing and the elimination of most cash bail, and what got left on the cutting room floor, like marijuana legalization.
