New York City takes the first step Monday on the path to reopening after the coronavirus shut much of the city down. That glimmer of good news comes after more than a week of protests against police brutality. The way Mayor Bill de Blasio directed the NYPD to handle those protests has raised new questions about his leadership and his legitimacy in the eyes of some New Yorkers, including hundreds of his own staffers.
