The COVID-19 outbreak has only exacerbated another long-standing pandemic in Newark: Too many families live paycheck to paycheck.

Mayor Ras Baraka wants to roll out a program to give residents a guaranteed income, regardless of what they make.

Newark has released a year-long study that lays out models to test what a guaranteed income could look like. The pilot programs include giving a group of 500 residents anywhere from $250 to $500 a month for 18 months.

The city's median income is less than 40-thousand a year. Nearly three-quarters of the city are renters.
