Paterson has a problem with crime, and the police

Paterson, NJ has seen a series of scandals and allegations over its police force, culminating in a takeover by the state's Attorney General's Office earlier this year. It's also been contending with a rise in crime.

That combination leaves New Jersey's third-largest city facing a complicated question: How do you clean up a police force while also fighting crime?
