Some of the city's public library branches will begin a new phase of reopening on May 10 that will allow patrons to explore the stacks, read a book or magazine, and use computers again — services that have been off-limits throughout the pandemic. Patrons say they're glad to be regaining wider access to the libraries. They're also asking: what's taking so long?
