Should Poor Neighborhoods Stay Poor to Preserve Affordable Housing?

Mayor Bill de Blasio was on the show yesterday discussing (and taking questions on) a number of topics, from Uber to horse carriages. Here's what he had to say about affordable housing:
“Some people, I think, almost argue, we have some poorer neighborhoods, and they should just remain poor. I’m caricaturing, but I think it makes the point. We have some poorer neighborhoods, and the way to preserve affordable housing is to leave things the way they are. I think that’s unacceptable. And this is part of what I argued in the State of the City. Every neighborhood needs to be improved, and neighborhoods that have been treated unfairly – neighborhoods that epitomized the tale of two cities, like East NY, like Brownsville, like E. Harlem – we need to improve the quality of life for folks in those neighborhoods. Starting with the folks who have been there for generations. They deserve a better quality of life, they deserve more amenities. The right kind of development can help them have that. But there have to be safeguards in place. And it has to be aggressive goals on affordable housing. That’s what we believe in.”
