The NYPD has been working for years to reform its stop and frisk practices following a 2013 court ruling. One of the court's orders was to get input from the communities most affected by unlawful police stops—mainly black and Latino New Yorkers. Nearly 7 years later, the reform process is ongoing, and members of those communities say they no longer have a voice in it.
