
Martial Simon is accused of shoving a woman to her death in front of a subway train in Times Square last month. But before that incident, he had been cycling in and out of hospitals for years.
New York Times reporter Andy Newman says systematic failures may have put Simon back on the street.
"(Simon) was angry at the medical system," Newman said. "Not because they were trying to hold him against his will, but because the hospitals kept releasing him before he could stabilize."
