William O'Dwyer Signs the Contract to Inaugurate the Health Insurance Plan (H.I.P.) of Greater New York

This press conference, in the reception room of the Mayor's Office at City Hall, announces the inauguration of the Health Insurance Plan (H.I.P.) of Greater New York for city employees and their families. Mayor William O 'Dwyer states that the city will pay half the total cost of medical care for city employees and their family members who elect this program and that 500,000 dollars set aside in the city budget for the first group of participants, with additional funds planned to offer the plan to all 175,000 city employees.

Dr. Willard C. Rapley, Chairman of the Board of Directors of H.I.P., offers his congratulations.

Next Controller Lazarus Joseph, Chairman of H.I.P., speaks broadly about how the plan will affect the worker's benefits and payroll deductions, "It is true that every employee who signs up adds to the expense of the city and to the responsibilities of our office, but it is a task we gladly assume in the cause of advancing the welfare and well-being of our great family of municipal employees."

Vincent Impellitteri, then President of the City Council, speaks about the consequences of poor health care for families and criminal behavior. The recording ends abruptly during his remarks. Purchasing Commissioner Albert Pleydell who also spoke at this news conference was not recorded on this album (see 150747).
