West Virginia was the final state without any reports of the coronavirus disease, but on Tuesday evening Gov. Jim Justice announced officials have confirmed the state's first case.

"If everyone makes this change, or these critical changes and sacrifices now, we will rally together as one nation," President Trump said on Monday.

"The Coronavirus is a global crisis and requires cooperation," EU leaders say. Trump also left many people confused about the extent of new restrictions on travel from Europe.

It's the first time the WHO has called an outbreak a pandemic since the H1N1 "swine flu" in 2009.

"I can say we will see more cases, and things will get worse than they are right now," said Dr. Anthony Fauci, director of the National Institute of Allergy and Infectious Diseases.

The governor is calling on the National Guard to support the containment area, which has a 1-mile radius, by delivering food and helping to clean public spaces.

The California county includes the hospital that treated the first known U.S. case of community spread of COVID-19, which went undiagnosed for days because of problems with the U.S. testing program.

Prime Minister Benjamin Netanyahu says the decision was a difficult one. Israel has reported nearly 40 cases of the coronavirus that causes COVID-19.

As people began to disembark from the ship, officials said American passengers will be tested and held in quarantine in California, Texas and Georgia. International travelers will be sent home.

Vice President Pence said 46 people have been tested so far, and that 19 crew members and 2 passengers tested positive for the COVID-19 illness.

At least 21 people are showing symptoms of COVID-19 after traveling on the same ship as a passenger who died from the respiratory disease this week. The ship is now returning from Hawaii.

Two more people have died from COVID-19, raising the U.S. death toll to 11. The most recent fatality is connected to a cruise ship that traveled from the U.S. to Mexico.

As the virus that causes the COVID-19 illness spreads around the world, governments have a chance to "break the chains of transmission," WHO Director-General Tedros Adhanom Ghebreyesus says.

Two people who died on Feb. 26 were found to have had the coronavirus. They were residents of Life Care Center in Kirkland, Wash., which is considered to be the site of an outbreak.

The Centers for Disease Control and Prevention released a woman from quarantine at Lackland Air Force Base over the weekend; she was later found to be infected with the virus that causes COVID-19.

"We have never before seen a respiratory pathogen that is capable of community transmission but which can also be contained with the right measures," the WHO's Tedros Adhanom Ghebreyesus said.

"We now know that the virus is actively spreading in some communities here in Washington," a state official said, after four more people in the Seattle area died after contracting COVID-19.

The case involves a woman who could be the first patient in the U.S. to contract the virus in the general population. However, a California hospital alleges the CDC initially refused to test her.

The new cases, which have yet to be confirmed, were reported in California, Oregon and Washington. Meanwhile, the World Health Organization says the risk of the disease spreading is now "very high."

Turkish President Recep Tayyip Erdogan also spoke with Russian President Vladimir Putin by phone Friday.
