In New York City, the public school system is planning to reopen with a mix of in-person and remote learning. But so much remains unknown. Governor Cuomo said the state has to approve individual district plans, which he said will be evaluated by early August. In order to open schools, he said a region's positive cases have to be below 5 percent for the preceding 14 days and the region has to be in Phase 4, which New York City is now entering. But as cases surge across the country, new information becomes available about transmission risks among children, and childcare remains an open question, parents and teachers are worried.
