Former Inmates with Psych. Disabilities Say City Let Them Down

Former inmates with psychiatric disabilities are charging the city with not keeping its promise to take care of them after their release from jail.

They say the city has not fully complied with a 2003 court settlement. The ruling known as the Brad H. settlement, says that inmates who receive mental health treatment must be offered these services by the city after they are released.

Carlos Sabater, a former inmate with a schizo-affective disorder, says that all too often, released prisoners end up back in jail because proper care isn't available to them.

The City's Health Department says that a large number of patients choose not to participate in treatment, but a monitor with the Urban Justice Center says the program is severely understaffed, and not properly carried out.
