In the days since the mass shootings in Texas and Ohio, Gov. Andrew Cuomo has touted New York state's gun control laws as the "most aggressive" in the nation. 

But he said a state ammunition database — a key piece of New York's 2013 SAFE Act — has been delayed because implementation is "complicated." 

The law calls for a database to record ammunition purchases in real time. In the past, State Senate Republicans postponed its implementation for a variety of reasons. Now that Democrats are in the majority in both chambers, State Senate Majority Leader Andrea Stewart Cousins has said there's no reason to delay it any longer. 

Cuomo told WNYC's Sean Carlson that he supports the idea, but purchases of ammunition over the Internet are difficult to track. 

"It raises legal issues and technological issues," he said. "If anyone in the legislature has a better way to do it, I haven't seen the bill."
