Back in the 1990s, record numbers of people were illegally crossing the border from Mexico to California.

In the backlash, Californians passed Proposition 187, a ballot initiative that would have blocked undocumented immigrants from receiving non-emergency health care, public education, and other services. The law never went into effect, but it did have a wide impact on the way politicians approach immigration. 

What the federal government decided to do about undocumented immigrants, and how that affected current immigration policy, is the subject of the newest film from Retro Report. Scott Michels, a producer for Retro Report, has the story.
