Julian Adler, director of Research-Practice Strategies of the Center for Court Innovation, discusses his new book Start Here: A Road Map to Reducing Mass Incarceration, co-authored with Greg Berman. He offers an agenda for criminal justice reform and looks at what can be done right now to reduce the number of people sent to jail and prison. He details potential reforms, including alternatives to bail and diversion programs for mentally ill defendants.
