Who's to Blame for the 2007 Manhattan Steam Pipe Explosion?

New questions are emerging regarding the conduct of state regulators and a utility company in the wake of a deadly steam pipe explosion in Midtown Manhattan ten years ago.

The July 18, 2007 blast killed one person and injured more than 30 others.

Most of the blame had previously fallen on a Texas contractor that did repair work on the pipe, but court papers related to an upcoming civil trial in the State Supreme Court appear to implicate Con Edison and regulators as well.
