Council Approves $59.1B Budget

The City Council voted to approve a $59.1 billion city budget late last night, but the mood was grim at City Hall. Speaker Christine Quinn said poor revenues took a serious toll on the negotiations.

QUINN: We played the process of this budget out as long as we could. It was by far the most contentious budget process of the three that I have led. Because there were, you know, tougher choices, bigger questions, harder issues.

REPORTER: The silver lining was the education budget, which restored nearly $130 million in cuts. Quinn said that despite the city having paid down future debts, the forecast for 2010 is bleak.
