GRILLO: It appears that there was no oversight.

REPORTER: That's lower Manhattan resident Jean Grillo talking about living with the ill-fated Deutsche Bank Building as a neighbor.

GRILLO: There were all these people hired to do certain things and nobody seems to be able to tell the community who finally had the oversight to make sure everything was done properly.

REPORTER: For years, residents raised concerns about how the project was being managed. Now, after Saturday's fatal fire and yesterday's mishap officials are pledging multiple investigations and stringent oversight of the building next to Ground Zero. With us now to talk about the Deutsche Bank saga is WNYC's Bob Hennelly.
