Mathieu Eugene Takes Council Seat

It took two special elections, but Mathieu Eugene is finally a councilman for Brooklyn's 40th district. Eugene withdrew from his initial swearing-in, because he refused to prove he lived in his district.

REPORTER: And this swearing-in was not without complications -- Speaker Christine Quinn says staff had to investigate Eugene's immigration status, after he failed to provide complete documentation and sign an affidavit.

QUINN: We went with the information he gave us and with additional information we researched and came to the conclusion that he does meet that threshold - i wish he had signed the form and why he didn't - I don't understand.

REPORTER: Eugene, pressed to say why he didn't sign the affidavit, says his lawyers had been looking at it.
