Inmate Threatens Kelly’s Life

A Rikers Island inmate is charged with offering a contract hit for Ray Kelly. Police say David Brown tried to pay an undercover officer $65,000 to kill the Police Commissioner and bomb police headquarters in lower Manhattan.

47-year-old Brown, of Brooklyn, was arrested yesterday for criminal solicitation. In taped phone and in-person interviews at Rikers last month, the inmate told the undercover officer that he'd pay $15,000 for Kelly's murder as revenge for the police shooting for Sean Bell.

Brown was convicted in 2001 of attempted murder of his wife and is currently serving time for violation of an order of protection against her. He was convicted previously on a total of 30 charges, 14 of them felonies, including 5 violent crimes.
