Preliminary Police Report Not Strong on "4th Man" Theory

The existence of a mysterious "4th man" doesn't get too much credence in a preliminary report on the police shooting of Sean Bell.

That's according to The New York Times, which obtained the 23-page document. Bell and his two friends were shot after leaving a Jamaica strip club on November 25th. The 3 men were unarmed. Police have been searching for a 4th person who may have had a gun. Investigators did not interview the officers who opened fire, because a district attorney probe could result in criminal charges.

According to The Times, the report includes summaries of interviews with the supervisor of the undercover team and 2 sergeants who responded after the shooting began. The account of one of the shooting victims, is also summarized in the report.
