Gargano: Lower Manhattan Development on Track

Charles Gargano, who heads the Empire State Development Corporation, says contrary to media accounts there has been no setback to plans for the re-development of lower Manhattan or the Freedom Tower.
GARGANO: The design stage which we are in right now may appear to the general public that nothing is going on. But there is lot going on. When the designs are complete the work will begin.
The EDC chair said plans for the Ground Zero Memorial and cultural facilities at the World Trade Center site are on time. Gargano, who is also vice chair of the Port Authority, says plans to build a lower Manhattan transit hub that links the city's subway with the bi-state agencies PATH train network, are also right on schedule for completion by 2009.
