Plus, Karen Washington, president of the New York City Community Garden Coalition board of directors, talks about why community gardens need to be recognized as permanent by the new NYC rules and regulations. Ben Shephard, a volunteer with the local environmental advocacy group Time's Up, also shares reactions from the community.
