Ritchie Torres, New York City Council Member and Chair of the Council’s Committee on Oversight and Investigations, and Aaron Carr, founder and executive director of the Housing Rights Initiative, discuss a new report that used public records to find where the city failed to note that landlords did not accurately report information about the presence of rent-protected tenants in their building.
