Sandy left many New Yorkers with disabilities stranded in their high-rise apartments without access to shelters.  This month the city settled a lawsuit and will revamp its emergency planning to comply with the Americans with Disabilites Act.  Susan Dooha, the executive director of the Center for the Independence of the Disabled, New York (CIDNY), explains the latest plans.
