The U.S. and Cuba have agreed to a prisoner swap that could signal the end of the embargo that dates to the Cold War.  Moisés Naím, distinguished fellow at the Carnegie Endowment for International Peace and the author of The End of Power, talks about what comes next and what it means for other dictatorships.
