Tropical Storm Ida dropped historic rainfall on the tri-state area Wednesday, causing mass flooding, shutting down trains and stranding cars and buses, and leaving tens of thousands without power. WNYC Morning Edition host Michael Hill spoke with New York Governor Kathy Hochul about assessing the storm damage − and what it will take to fully reopen the subway system.
