According to an official headcount, the number of homeless people sleeping in the subways is on the rise. Giselle Routhier, policy director at the Coalition for the Homeless, discusses what is contributing to the crisis and what Mayor de Blasio and Governor Cuomo are doing — or not doing — to counter it.
