When Trump ran for president in 2016 he promised to spend $1 trillion on repairing and expanding infrastructure. He renewed that promise a couple times over the years. But WNYC’s Stephen Nessen reports, Gateway, the most important project in the tri-state area and, many argue, the country still hasn’t really gotten off the ground.
