Immigrant Workers Left Without Unemployment or Federal Stimulus Want New York State To Help

They call themselves "excluded workers", individuals who don't qualify for unemployment or federal stimulus funds because they lack a Social Security number. Many pay taxes using what's called an Individual Tax Identification Number, but that's not enough to receive benefits. And now they've been left in a precarious situation. California has created a fund for undocumented workers. New York state has not done the same. In a statement, the Cuomo administration says federal rules bar undocumented New Yorkers from receiving unemployment and the state has enacted policies to protect all New Yorkers including a moratorium on evictions and providing millions of dollars to food banks.Â
