The mayor announces new appointees in Corrections department:
Benjamin J. Malcolm as First deputy commissioner
Jack Birnbaum Asst Comm for Admin and Planning

Next, George F. McGrath, Commissioner of Correction, speaks, followed by Mr. Malcolm, Mr. Birnbaum and Mr. Buono.

For the Mayor's birthday, a cake with just one candle is presented, due to budget cuts. He blows out the candle and makes "one wish."

This is followed by a Q&A session which focuses on possible future cuts and Mr. Lindsay's prospects as a Democrat or even as a presidential candidate.
